Russia's top nuclear negotiator Aleksey Borodavkin visits for talks with newly appointed foreign minister Kim Sung-hwan and chief nuclear envoy Wi Sung-lac over North Korea's nuclear programme (-13)

Vietnam: 

Japanese Defence Minister Toshimi Kitazawa and his Chinese counterpart Liang Guanglie to meet on sidelines of Association of Southeast Asian Nations (ASEAN) defence ministers' meeting 

India:

India and Bangladesh have agreed to permanently resolve all border issues by November 11. (Disputes involve 3,000 acres of claimed Bangladeshi land in India, along with 51 enclaves and 6.5 kilometers of disputed border)

Afghanistan:

According to Afghanistan’s Tolo TV, the Taliban have rejected Afghan President Hamid Karzai's decision to have former Afghan President Burhanuddin Rabbani lead the High Peace Council, while accepting the council ‘in principle’.

Kyrgyzstan:

Initial results of parliamentary elections to be announced by mid-afternoon; early results suggest nationalist Ata Zhurt party has narrow lead. However, Felix Kulov, leader of the Ar-Namys party, said the authorities have failed to ensure an open election process, and said that several opposition parties want to organize a parallel count to verify the legitimacy of the elections.
